Waveny Lifecare Proposal




Waveny's Pitch to Build on Waveny Park:
On July 15, 2026, Waveny LifeCare Network asked the New Canaan Town Council to commit — via a two-year Memorandum of Understanding — to a long-term lease of Parcel E, roughly 50 acres of town parkland, for a large private senior-living complex (a "Life Plan Community" with a buy-in entrance fee plus monthly charges).
It's admittedly incomplete. The deck is titled a "Preliminary Report." No full site plan, unit pricing, financials, traffic study, or environmental review accompanies it — just one conceptual rendering of a multi-wing brick building.
It skipped the town's own stewards of the land. The deck's own four-step process puts Park & Recreation, Conservation/Wetlands, and P&Z review at step 4 — after the Council is asked to approve a land-lease framework at step 3. Neither the Park and Recreation Commission nor the Conservation Commission appears to have been consulted before this ask.
It stretches the deed. Mrs. Ruth Lapham Lloyd's 1967 covenant restricts the land to "recreation, health, horticulture, public park and gardens," illustrated by examples that are all conservation-focused: preserving open space, bird sanctuaries, arboretums, nature trails. Waveny isolates the single word "health" to justify a residential care building — while ignoring the deed's own examples, none of which involve construction. And the "health" purpose was already spoken for: the Waveny Lifecare Center standing today sits on Parcel D, the other parcel from the same 1967 conveyance under the same covenant. Mrs. Lloyd's "health" allowance has already been built out, on a different parcel — using it again to justify a second, much larger complex on Parcel E stretches her intent further still.
It's silent on money owed to the town. Waveny says the project needs "no financial support from the Town," but never states what rent, if any, it would pay for a 50-year — or longer — lease of municipal parkland.
It doesn't mention rezoning. Building 150+ independent living units plus assisted living, memory care, and skilled nursing beds on land designated as parkland/open space would require converting that designation to residential and institutional use. The deck never says so — it frames the project as an extension of "Waveny Park."
